ALPHA - Alliance of Low Income Personal Care Home Advancement

ALPHA is a collaborative statewide organization that promotes the sustainability of low-income Personal Care Homes (“PCHs”) through volunteerism, advocacy, partnerships, and business mentoring.  ALPHA was formed to address the issue of accessibility to Personal Care level of care for low-income seniors.  The number of PCHs in Pennsylvania has declined by 44% from 2008 to 2020. Most of those losses have been in homes providing care to low-income adults. Without available low-income PCHs beds, individuals:  

Are inappropriately placed and remain in nursing facilities 

Remain at risk without critical supervision and support 

Are transferred to PCHs far away from family and friends 

Remain in hospital long past safe discharge time 

Who We Are

The ALPHA (which stands for Alliance for Low Income Personal Care Home Advancement) Project is a community initiative in York County, Pennsylvania. The ALPHA Project’s goal is to improve the quality of life at existing low-income personal care home facilities, and foster collaborations that will increase the number of low-income personal care home beds available in the community.
