ALPHA is a collaborative statewide organization that promotes the sustainability of low-income Personal Care Homes (“PCHs”) through volunteerism, advocacy, partnerships, and business mentoring. ALPHA was formed to address the issue of accessibility to Personal Care level of care for low-income seniors. The number of PCHs in Pennsylvania has declined by 44% from 2008 to 2020. Most of those losses have been in homes providing care to low-income adults. Without available low-income PCHs beds, individuals:
• Are inappropriately placed and remain in nursing facilities
• Remain at risk without critical supervision and support
• Are transferred to PCHs far away from family and friends
• Remain in hospital long past safe discharge time
The ALPHA (which stands for Alliance for Low Income Personal Care Home Advancement) Project is a community initiative in York County, Pennsylvania. The ALPHA Project’s goal is to improve the quality of life at existing low-income personal care home facilities, and foster collaborations that will increase the number of low-income personal care home beds available in the community.
