The mission of the Northern Central Railway of York is to enhance the economic engine of York County by delivering entertaining, historical, and educational experiences on an excursion railroad. Our organizational goals are to provide rail-based, multi-generational entertainment experiences, educate riders regarding the United States and local history, inspire interest in rail history, and promote York County’s economic development through increased tourism.
The Northern Central Railway of York began with the vision of Bill Simpson and Reed Anderson, who saw York County’s potential as a premier tourist destination. With a mission rooted in economic development, a nonprofit was established, and a lease to operate a tourist railroad was secured from the York County Commissioners for the historic Northern Central Railway corridor—also known as the York County Heritage Rail Trail.
In 2013, "Steam Into History" opened its rail line featuring the iconic Civil War replica steam locomotive, The William H. Simpson, No. 17. Now in its 14th season, the cultural attraction has rebranded to Northern Central Railway, having welcomed over 200,000 riders from across the globe. Beyond the famous No. 17, our rolling stock includes 10 additional pieces of equipment. Our programming offers something for every age, ranging from holiday traditions and culinary tastings to immersive performances and educational experiences.

NCR has evolved from a grassroots vision into a premier cultural attraction, serving as a powerful engine for economic development and historical preservation in York County. Over its 14 seasons, the organization has balanced high-quality entertainment with a deep commitment to its community.
Economic & Community Accomplishments
The organization’s impact is best measured by its scale & reach. Since its inaugural run in 2013, the railway has welcomed over 200,000+ riders from all 50 states & 15 countries. In the last five years, the organization has experienced double-digit percentage growth, making New Freedom a major tourist destination within York County. 55% of NCR’s ridership comes from outside of York County and Pennsylvania yearly.
NCR also collaborates with over 90 local companies and community partners, serving as both a platform for local vendors and a catalyst for regional business growth.
Key organizational milestones include
Asset Growth: The fleet has expanded to include 10 pieces of rolling stock, including the ‘59 GP9 diesel, #6076, #32 80-toner diesel, leasing the Trail Sisters Pullman cars, restoring Gondola Car, 1930s Caboose, maintaining 4 1860s replica coach cars, and #17.
Infrastructure Preservation: The railway maintains a critical section of the historic corridor, including the Howard Tunnel, the oldest active rail tunnel in the US and inspects 27 bridges.
Educational & Immersive Programs
At the heart of the NCR mission is "Experience History, Engage in Community, Excite Imagination." The programming is designed to be multi-generational, ensuring that history remains accessible and engaging:
S.T.E.A.M. Outreach: Beyond just "steam" engines, the railway utilizes S.T.E.A.M. initiatives to teach the mechanics of railroading.
Living History: Excursions offers a "time travel" experience that connects riders to the 1860s legacy.
Specialty Excursions: NCR has successfully diversified its revenue and appeal through themed rides:
Holiday Traditions: "Santa Express" and "Elves Express" are regional staples.
Culinary & Social: Events like Ales on the Rails, Wine & Cheese Express, & English High Tea appeal to adult demographics.
Active Tourism: The "Bike Aboard" program uses a restored gondola car to transport cyclists, integrating the railway with the Rail Trail.
By blending mechanical restoration with creative storytelling, NCR has successfully transformed a historic transit line into a living classroom and a vital community treasure.
